  5. Fill cupcake liners two-thirds full and bake for 18-20 minutes until a toothpick comes out clean; let cool completely.
  6. For the mousse, beat heavy cream until soft peaks form, then fold in melted chocolate.
  7. Top cooled cupcakes with mousse and garnish as desired.
